Alla Direzione delle Officine.

        Ho già lamentato parecchie volte la confusione di codeste Officine, l’immensa perdita di materie prime per una rilevante somma annuale, la poca cura per parte dei lavoranti delle dette materie e degli utensili ad essi affidati, ed il poco rispetto alla pulizia generale dei locali. Per quest’ultimo proposito ho fatto conoscere a tutti con speciale avviso il mio malcontento, ma anche di recente ho dovuto con vivo dispiacere constatare nessun miglioramento.

        Devo quindi provvedere con altri mezzi all’esatto adempimento dei doveri che spettano a tutti in generale e ad ognuno in particolare, e perciò sono costretto a portare alcune modificazioni al vigente regolamento, le quali comunicherò in seguito a codesta Direzione.

        In attesa di ciò, si avvertiranno intanto tutti i capi sezione che nessuna ordinazione dev’essere tenuta valida ed eseguita, se prima non sarà debitamente controllata e vidimata dalla Direzione: ed in seguito a ciò si proibisce formalmente alla Direzione stessa di tener nota o pagare qualsiasi lavoro che venisse eseguito all’infuori del suo controllo.

        Direttamente poi a tutti i Signori Capi Sezione faccio sapere la mia poca soddisfazione per il modo con cui sorvegliano e disciplinano la Sezione a loro affidata. Ho potuto constatare che alcuni lavori vennero pagati mentre non erano ancora compiuti: intendo rispettare scrupolosamente il credito che possono avere gli addetti a queste nostre Officine, ma intendo che non si paghi se non esattamente il lavoro compiuto, ed effettivamente utilizzabile. Perciò invito la Direzione a disporre di conformità e prendere quelle misure amministrative di annotazioni e di controllo che saranno necessarie per raggiungere lo scopo.

Devo ancora ripetere ai Signori Capi Sezione che è loro obbligo, è loro dovere inculcare a tutti i componenti la relativa Sezione, il massimo rispetto alla proprietà altrui, e quindi impedire che si sciupino senza riguardo materie prime od attrezzi ed utensili, ottenere che si mantenga la massima pulizia di tutti i locali, scale, corridoi, luoghi di decenza ecc ecc. Terrò non solo responsabile di ciò la Direzione, ma anche i Signori Capi Sezione, riservandomi, qualora li vedessi incapaci ad adempiere il mandato di fiducia loro affidato, di prendere subito quelle misure che crederò del caso.

La Direzione comunicherà la presente ai Signori Capi-Sezione, avvertendo che questo è un primo ammonimento, e che io spero non sarò obbligato di ricorrere a misure che per me sono sempre assai dolorose, ma che invece basteranno queste osservazioni perché io non abbia più a lamentare tutti quegli inconvenienti che verifico di presenza ad ogni mia visita.

Inutile concludere che dirigendo la presente a codesta Direzione, la tengo altresì responsabile di quanto in detta è disposto.

To the Direction of the Workshops

 

 I have already lamented upon many an occasion the confusion of these Workshops, the immense waste of raw materials for a significant yearly sum, the negligence the workers have for these materials and for the tools they use, and their lack of respect for the general cleanliness of the workrooms. With regard to the last of these I have made my dissatisfaction known to everyone in a special advisory, but even recently I have still seen no improvement, to my considerable dismay.

   Since I must therefore take other measures to ensure that the duties of each individual and everyone in general are respected, I am forced to make several changes to the current regulations, which I will subsequently communicate to this Direction.

   In the meantime, all department supervisors are advised that no work orders are to be considered valid and fulfilled without having been duly checked and confirmed by the Direction; and it follows that the Direction is formally prohibited from logging or paying for any work that is done outside of its control.

   Furthermore, I want all of the Department Supervisors to know directly from me that I am anything but satisfied with the way in which they supervise and discipline the Departments assigned to them. It has come to my attention that some jobs were paid before they were finished; and while I intend to scrupulously respect the terms of credit with those who are employed in our Shops, I do not intend to pay for anything but fully completed and effectively utilizable work. Therefore I invite the Direction to act accordingly and take note of whatever administrative steps and controls are necessary to reach this objective.

   I must reiterate to the Department Supervisors that it is their duty and obligation to instill all of the constituents of their relative Departments with the utmost respect for the property of others, and therefore to prevent the careless waste of primary materials and damage to tools and equipment, to ensure the maximum cleanliness of all of the workrooms, stairs, corridors, lavatories, etc. etc. For this I will hold responsible not only the Direction but also the Department Supervisors, reserving the right to immediately take those measures I believe to be appropriate should I find them incapable of fulfilling their mandate.

   The Direction will communicate this to the Department Supervisors, advising them that this is a first warning, and that I hope not that I will be forced to resort to what for me are always extremely painful steps, but rather that these observations will suffice, so that I have no further reason to lament the unfortunate state of affairs that I encounter with every visit.

   It should be understood in conclusion that in addressing the present to this Direction I hold you equally responsible for what has been said and hereby mandated.
