Dear Mr. Kahn,

   As a Board member of the recently established American Chamber of Commerce in Milan, of late I have been concerned with the problem of increasing the exchange of exports and imports between the United States and Italy. This problem has become an issue of decided importance because the war has interrupted all interaction with two of our best clients, Germany and Austria-Hungary, and also because, even with peace ultimately restored, we do not believe that our business with these two countries will resume with the same brilliance as in the past. The United States of America are already third among those countries that export their goods to Italy, and it would not take much effort for them to pass to first place; but the considerable distance, the all but total American ignorance of the importance that my country has come to represent as a client, and above all the complete absence of direct relations between our banks and yours have thus far made it nearly impossible to effect a properly proportional growth of exchange between the two countries.

   We think that the time has come to prepare the way for a future that we hope to appear soon on the horizon; and to obtain this result, we have thought it appropriate to seek the cooperation of those sources of American capital that are necessary for the development of exports and imports between the two countries. Enclosed you will find two statistics regarding Italian imports and exports with Germany, Austria-Hungary, and the United States of America, with the monetary values quoted in Italian lire and in dollars (calculated at L.5.20 to the dollar). One need only glance at these figures to see how America could replace the central Imperial powers with regard to many sectors and products, once Italy possesses a stable and powerful organ for the administration of all problems related to credit and payment — as Germany understood when it created the Banca Commerciale Italiana, which is nothing other than a great German institution whose perceptive development of international trade with our country in just a few short years led Germany to become first among those countries importing goods to Italy. If the United States were to determine how to proceed and managed to attain the equivalent of even just a third of Germany and Austria's exports, they could quickly reach the top of the list of those countries doing business with Italy.

   A leading Italian bank has understood the importance of this problem raised by the American Chamber of Commerce of Milan, and it is ready to support our program if it can count on the cooperation of American bankers. I would therefore ask if you and your friends might be interested in participating with an investment of 3 or 4,000,000 $ to augment the capital of this Bank for the purpose of encouraging the exchange of primary materials and products between the United States and Italy. Rest assured that we will reserve places on the Board for members you recommend, and we will be more than happy to have the collaboration of an individual of your choice in the Executive Management.

   Allow me to avoid naming the Bank in question for now; I can assure you that it is a very important one, and that my proposal to you would be quite well considered by the Director of our Banca d'Italia, who is enormously interested in the movement created by the American Chamber of Commerce in Milan. Obviously, if you should accept the general terms of my proposal, I will supply all the necessary details, and I would even be disposed to come posthaste to America to put this plan together with you, so important do I believe it to be for my country and for the United States.

Caro Mr Kahn,

        In quanto Consigliere della Camera di Commercio Americana che si è da poco costituita a Milano, ho dovuto di recente occuparmi del problema dell'aumento di esportazioni e importazioni fra gli Stati Uniti e l'Italia, problema che si impone decisamente alla nostra attenzione visto che lo stato di guerra ha interrotto ogni relazione con due dei nostri migliori clienti, la Germania e l'Austria-Ungheria, e visto inoltre che anche una volta firmata la pace non riteniamo che gli affari con questi due paesi riprenderanno brillantemente come in passato.

Gli Stati Uniti d'America occupano già il terzo posto fra i paesi che esportano le proprie merci in Italia e non sarebbe necessario uno sforzo eccessivo perché passino al primo; ma la grande distanza, l'ignoranza pressoché completa da parte degli Americani dell'importanza che il mio paese ha assunto come acquirente e soprattutto la mancanza assoluta di relazioni dirette fra le nostre banche e le vostre hanno reso fin qui quasi impossibile aumentare nelle proporzioni volute lo scambio fra i due paesi.

Noi pensiamo che sia venuto il momento di preparare il terreno per un futuro che ci auguriamo non troppo lontano; e per arrivare a questo risultato abbiamo pensato di cercare la cooperazione dei capitali americani che sono necessari allo sviluppo delle esportazioni e delle importazioni fra i due paesi. Qui accluse troverà due statistiche delle importazioni e delle esportazioni italiane con la Germania, l'Austria-Ungheria e gli Stati Uniti d'America con il valore in lire italiane e in dollari (calcolando il dollaro a L.5,20); è sufficiente dare un'occhiata a queste cifre per constatare in quanti settori e prodotti l'America potrebbe sostituire gli Imperi centrali il giorno in cui ci sarà in Italia un organo sicuro e potente per gestire tutti i problemi di credito e di pagamenti, come ha ben compreso la Germania quando ha creato la Banca Commerciale Italiana che altro non è che un grande istituto tedesco che ha saputo sviluppare in pochi anni un commercio internazionale con il nostro paese che ha portato la Germania alla testa dei paesi importatori in Italia. Se gli Stati Uniti sapranno procedere e riusciranno ad assicurarsi anche solo un terzo delle esportazioni tedesche e austriache potranno rapidamente arrivare in cima alla lista dei paesi che commerciano con l'Italia.

Una Banca italiana di primo piano ha capito l'importanza del problema sollevato dalla Camera di Commercio Americana di Milano ed è pronta a sostenere il nostro programma se trova la cooperazione dei banchieri americani. Le chiedo perciò se sarebbe interessato, lei e i suoi amici, a concorrere con 3 o 4.000.000 di $ all'aumento di capitale di questa Banca con lo scopo di incoraggiare lo scambio di materie prime e di prodotti fra Stati Uniti e Italia. Ben inteso riserveremmo dei posti nel Consiglio a persone di sua fiducia e saremmo più che felici di avere la collaborazione di qualcuno di sua scelta nella Direzione.

Mi consenta per il momento di non nominare la Banca in questione; posso assicurarle che è di primo piano e che l'affare che le propongo sarebbe molto ben visto dal Direttore della nostra Banca d'Italia che si interessa enormemente al movimento creato dalla Camera di Commercio Americana di Milano. E' chiaro che se lei dovesse accettare in linea di massima la mia proposta le fornirei i più ampi dettagli e sarei anche disposto a fare una corsa in America per mettere a punto insieme questo affare che ritengo molto importante per il mio paese e per gli Stati Uniti.
